The Human Trafficking Institute (HTI) operates on the premise that exploitation persists primarily where justice systems fail to function. To combat this, they focus on increasing trafficker accountability, transforming the industry from a low-risk venture into one that is far too perilous to operate. By providing specialized training to prosecutors and partnering with governments worldwide, HTI ensures that existing anti-trafficking laws are not just words on a page, but actively enforced tools of justice.


The Builder of the Movement

HTI was founded by Victor Boutros, a former federal prosecutor who has spent years learning how trafficking networks operate and how to dismantle them. His approach is simple but bold: trafficking thrives when criminals believe they will never face consequences. HTI exists to change that reality by helping governments enforce the laws already on the books. Victor’s leadership reflects deep conviction, disciplined focus, and a clear commitment to justice as something that must be pursued, measured, and sustained.

HTI’s frontline heroes are the police and prosecutors they train and mentor. Their model is not theoretical. It is hands-on and built to last.


Their work includes:

  • Embedded Expert Mentorship: HTI places experienced legal professionals alongside local prosecutors to strengthen real cases in real time.

  • Specialized Trafficking Units: They help build dedicated teams that can investigate trafficking with focus and precision.

  • The Douglass Fellowship: HTI develops future leaders by training elite law students to support anti-trafficking enforcement and strategy.
